School counselors are essential members of the education team. As certified educators with a minimum of a master’s degree, they are uniquely qualified to meet the academic, social/emotional and career needs of all students. School Counselor Certification
School counselors in Delaware are required to be licensed and certified by the Delaware Department of Education. There are two certifications:
- Elementary School Counselor (Regulation 1522)
- Secondary School Counselor (Regulation 1545)

ASCA National Model and School Counseling Plans
Title 14 regulation 545: K to 12 Comprehensive School Counseling Plans, requires schools to implement a counseling programs aligned with the ASCA National Model. The ASCA Model provides a framework for counselors to deliver comprehensive, data-driven programs that promote student achievement in the areas of academic, social/emotional and career development. It helps counselors to answer the question, “How are my students different as a result of what I do?”
The written plan shall be submitted annually, by August 15th, using the templates provided by the DDOE. The regulation also states that the DDOE may monitor for alignment with the requirements of the regulation.
