A student information system, or SIS, is a software application specifically designed to manage student-related data. The SIS serves as a core system of record for education institutions and supports routine administrative and academic activities.

In Fall 2022, the Delaware Department of Education (DDOE) posted a Request for Proposal (RFP) to select a Student Information System (SIS) and Individual Education Plan (IEP) system. Then in July 2023, DDOE awarded a ten-year contract to Infinite Campus.

SIS Selection and Contract Information

In Fall 2022, the Delaware Department of Education (DDOE) posted a Request for Proposal (RFP) to select a Student Information System (SIS) and Individual Education Plan (IEP) system. Over the course of nine months, DDOE collected 828 system functionality requirements and 66 technical specifications to develop a comprehensive proposal. A diverse 10-member scoring panel brought together a range of expertise and a blend of DDOE, district and charter experience. This panel’s deep knowledge—spanning system administration, application development, educational diagnostics, program oversight, and data integration—ensured that the evaluation process was thorough, informed, and aligned with the comprehensive needs of Delaware’s schools.

Contract and Pricing Information

In July 2023, DDOE awarded a ten-year contract to Infinite Campus, with the option for five additional one-year extensions. DDOE negotiated a per-student pricing model based on the Annual Student Enrollment Snapshot certified data. This comprehensive pricing structure covers a range of services, including licensing, hosting, technical support, education and training resources, online registration, special education management, learning management tools, reporting and analytics, workflow automation, online payments, and messenger capabilities (voice, email, and SMS). Infinite Campus has demonstrated a strong commitment to accessibility, ensuring their products align with federal requirements. To maintain this focus, DDOE and Infinite Campus collaborate semi-annually to review progress on accessibility audits, as well as to assess and implement new features and updates.

Contract Amendments

As of January 2025, there are three contract amendments with statewide pricing.

Amendment 1 – Optional Food Service Pricing.

  • This amendment includes optional Food Service Module purchase available to LEAs.
  • This amendment allows LEAs to purchase the module directly from Infinite Campus.
  • This amendment lists statewide one-time implementation costs.
  • This amendment lists annual licensing and support fees.

Amendment 2 – Optional Custom Development Language and Pricing.

  • This amendment lists statewide pricing for custom development rate and ongoing support and maintenance.
  • This amendment allows LEAs to purchase custom software development services directly from Infinite Campus.
  • This amendment communicates the Functional Design Document (FDD) template with standard language.
  • This amendment allows LEAs to tailor software to meet their specific needs.

Amendment 3 – Optional Data Restore Services.

  • This amendment is if an LEA needs a data restore.
  • This amendment lists statewide pricing for data restore services.
  • This amendment communicates that DDOE will pay for the LEA’s first billable data restore service performed by Infinite Campus per fiscal year.
  • The LEA will be responsible for reimbursing DDOE for all subsequent billable data restore services.

Training, Support, and Initiatives

DDOE and Infinite Campus recognize the importance of learning opportunities, customer support, and collaboration opportunities for district and charters as well as DDOE staff.

Infinite Campus offers a wide range of learning and training opportunities to support LEAs in effectively utilizing its system. Campus Passport provides user-friendly, self-paced courses featuring straightforward, video-based lessons, with functionality to assign courses, monitor learner progress, and generate reports. Additionally, Infinite Campus hosts monthly Professional Development Yearly Event Series (YES) sessions, which deliver timely instruction on a variety of topics through nine live events, accompanied by access to all session recordings for one year. Role-specific resources and comprehensive knowledge base articles are readily available. To further enhance collaboration and skill-building, Infinite Campus commits to facilitating an annual in-person statewide workshop in Delaware. DDOE also supplements learning resources by providing recorded training sessions and learning materials in Edu Technology Resources.

With the implementation of Infinite Campus, tier 1 and tier 2 support will be handled directly by Infinite Campus, providing LEAs with direct access to dedicated support experts for software-related inquiries. DDOE will concentrate on addressing programmatic questions related to state and federal reporting, Ed-Fi data flow, and state standardization. As part of the support structure integrated into the RFP award, DDOE will not maintain a separate training or software support team for Infinite Campus, aligning with the support processes used in other statewide contracts such as Assessment, Busology, ClassLink, Data Service Center, GoGuardian, Parchment, and Schoology. Clear support and escalation steps have been communicated to LEAs.

DDOE and Infinite Campus recognizes the importance of timely feedback and collaboration with all LEAs. To support this, Infinite Campus facilitates two monthly user group meetings:

  • General User Group Meetings: Designed for LEA technology staff to submit items for discussion, technical questions, and enhancement requests. LEAs are encouraged to actively participate in this monthly opportunity. Meetings occur on the first Thursday of each month.
  • Special Education User Group Meetings: Focused on special education topics, this group meets on the second Tuesday of each month.

Additionally, the DDOE Technology & Data Office (TDO) facilitates two statewide meetings:

  • Technology Managers and Coordinators Council (TechMACC): This group, comprised of DDOE, LEA, and Department of Technology & Information (DTI) personnel, meet on the second Friday of each month to address technology-related topics.
  • Data Forum/Pupil Accounting Coordinators (PAC): This group meets on the third Friday of each month to discuss data governance and data related topics.
  • All stakeholder groups collaborate to shape the monthly agenda, ensuring discussions are focused on addressing the needs and priorities of LEAs.

The following process outlines the steps for resolving support issues.

  1. Initial Support: LEAs submit tickets directly to Infinite Campus support.
  2. Support Escalation: If escalation is needed, LEAs can request escalation within their existing Infinite Campus ticket.
  3. Client Manager Escalation: For unresolved issues, LEAs may escalate the matter directly to Delaware’s Client Relationship Manager at Infinite Campus.
  4. State-Level Escalation: If DDOE escalation is required, requests must be entered as a New Ticket in the DDOE Help Desk Vendor Escalation queue.
Monthly District and Charter User Group Meetings

Infinite Campus facilitates monthly user group meetings for districts and charters on the first Thursday of each month.

DDOE and Infinite Campus review all concerns and outstanding tickets monthly.

Annual User Group Conference

This in-person conference, hosted in Delaware by Infinite Campus, is designed to foster collaboration and enhance understanding of their product and upcoming features.

DDOE has gathered feedback from stakeholders and is actively addressing the following priority areas.

  • Special Education
    • Established a monthly User Group meeting with Infinite Campus, DDOE, and LEAs.
    • The Exceptional Children Resource workgroup is collaborating with Campus to provide guidance on special education processes, ensuring compliance and workflow efficiency.
  • Data Retention
    • Communicated plans for archiving, litigation holds, and read-only access for eSchoolPLUS data.
    • Up to 20 years of student data is being migrated to Infinite Campus, with historical data modification possible through appropriate tool rights.
  • Support Model and Training
    • DDOE will not maintain a separate training or support team for Infinite Campus, aligning with support processes for other statewide contracts (e.g., Schoology, Parchment, ClassLink, GoGuardian).
    • LEAs have direct access to Infinite Campus’ dedicated support experts for software inquiries, while DDOE focuses on state and federal reporting needs.
    • Weekly meetings with Infinite Campus and Wave 1 LEAs address change management concerns, improve communication, and enhance statewide training to build skills and confidence.
    • DDOE is collecting LEA feedback to refine training priorities, with statewide training provided by Infinite Campus.
