This approach builds on the successful training models used for eSchoolPLUS and Cognos, ensuring LEAs have the tools and knowledge needed to effectively utilize Infinite Campus reporting features.

Data Governance

(TDO) is committed to improving data quality and integrity through a comprehensive approach to data governance. This effort is guided by key focus areas that ensure data is accurately defined, securely managed, responsibly used, and appropriately maintained throughout its lifecycle.

  • Data Definition – Establishes consistent standards for naming, describing, and classifying data elements, ensuring clarity and uniformity across the organization. Outputs include logical data architecture documents, data flow diagrams, and a data dictionary.
  • Data Collection – Standardizes the processes for collecting defined data elements, including identifying source systems, and the initial data storage location.
  • Data Security – Defines authentication and authorization protocols, ensuring controlled access to data based on roles and responsibilities, and safeguards data at rest through measures like encryption.
  • Data Storage – Manages the movement of data through the organization, from initial collection to its final storage, and governs the use of data environments, including development, user acceptance testing (UAT), and production.
  • Data Privacy – Protects individual privacy by standardizing redaction policies and implementing privacy measures through stored procedures to prevent unauthorized exposure of sensitive information.
  • Data Use – Establishes channels for reporting and sharing data, whether publicly or through secure means, and governs data-sharing agreements with external organizations. This includes managing reporting platforms and analytical tools.
  • Data Destruction – Standardizes the processes for data removal, including archiving or deletion, ensuring compliance with organizational and legal requirements.

By focusing on these critical areas, TDO ensures that data governance is not just a practice but a driving force for maintaining data quality, enhancing operational efficiency, and fostering trust among stakeholders. This commitment drives the success of Delaware’s education initiatives by delivering reliable, secure, and actionable data to inform decision-making and improve student outcomes.


Data Integrations

DDOE identified and implemented statewide data integrations to support critical program areas, including Foster Care, English Learners, Migrant Education, Language Immersion, Career and Technical Education (CTE), Assessment Bulk Registration, the Child Support Case Review Program (CSCRP), Licensed Childcare Facilities, and Immunizations. These integrations ensure seamless data exchange to meet state and federal reporting requirements while addressing programmatic needs. Additionally, DDOE has facilitated system integrations for statewide contracts, such as Busology, ClassLink, Data Service Center, Parchment, and Schoology. Notably, ClassLink’s Roster Server product is provided to all LEAs at no cost, enabling efficient data exchange with third-party applications using the OneRoster data standard. LEAs will also collaborate with Infinite Campus to identify and establish other third-party integrations tailored to their specific data requirements.


Archiving and Litigation Requests

As part of project data migration from the legacy on-premises eSchoolPLUS system to a cloud-hosted solution with Infinite Campus, DDOE is committed to ensuring compliance with legal and regulatory obligations concerning data preservation. To address potential litigation requirements, DDOE will preserve and securely archive all legacy eSchoolPLUS databases. This server will maintain a read-only copy of the data to preserve its integrity while supporting audit logging and chain-of-custody tracking. The DDOE Litigation Hold Policy provides a structured process for initiating, managing, and releasing litigation holds, ensuring that any future legal or investigative requests can be addressed promptly and effectively without compromising data security or operational efficiency. This policy was communicated at the TechMaCC January 2025 meeting.


Interoperability

DDOE requires the adoption of open interoperability standards, such as those developed by 1EdTech and the Ed-Fi Alliance (Ed-Fi). Infinite Campus is a contributing member of 1EdTech and supports DDOE’s current version of Ed-Fi.


Ed-Fi Data Standard

Ed-Fi is a data standard designed to streamline and unify education data management across various platforms and systems within K-12 education. Developed specifically for the education sector, Ed-Fi provides a common language and framework for collecting and sharing data across schools, helping educators, administrators, and policymakers make data-driven decisions. Adopting the Ed-Fi data standard enables DDOE to efficiently collect and utilize educational data across all LEAs. The standardization helps ensure data consistency, accuracy, and interoperability which is essential for supporting statewide initiatives, improving student outcomes, and reducing administrative burdens.

For many years, DDOE and LEAs have relied on multiple systems to enter and retrieve educational data, each with its own unique method of storing and sharing the data it collects. Collecting, analyzing, and reporting data from different systems requires manual manipulation of data elements which creates opportunities for errors and mistakes. By utilizing the Ed-Fi data standard, these systems can communicate effectively, efficiently, and exchange data in a clear and straightforward manner.

OneRoster Standard

The OneRoster standard is a widely adopted protocol for ensuring seamless and secure data exchange in the education sector. Specifically designed to streamline data interoperability with SIS, learning management systems (LMS), and other educational platforms, OneRoster enables efficient data synchronization for class rosters, gradebooks, and user provisioning. By implementing the OneRoster standard, DDOE enhances the integration of educational tools across LEAs, minimizing administrative workload and improving the accuracy of student and course data. Traditionally, data management processes have relied on manual imports and unique integration solutions, resulting in inconsistencies and inefficiencies. As a result, educators and administrators are empowered to make informed decisions more quickly, enhancing educational outcomes and operational effectiveness. The adoption of OneRoster aligns with DDOE’s broader objectives of data standardization, interoperability, and technological innovation, ensuring seamless collaboration between systems while safeguarding student privacy and data security.
