Since 2000, the Professional Standards Board (PSB) has been charged with working in conjunction with the Delaware Department of Education (DDOE) to develop a system of professional development, professional standards, licensure, and certification designed to continually improve the quality of instruction for Delaware’s children in Delaware public schools.
Mission Statement
The mission of the Delaware Professional Standards Board is to assure competence and promote excellence among professional educators to meet the needs of the community of learners in the State.
Committees
The Licensure and Certification Criteria Committee is charged with implementing a three-tiered licensure system to help ensure that all Delaware educators are well-qualified and meet high standards of professional competence.
The Professional Development and Associated Compensation Committee requires educators to participate in a minimum of 90 clock hours of high-quality professional development over a period of five years to be eligible for continuing licensure. Makes recommendations on the types of professional development and professional responsibilities that qualify educators for additional salary stipends or supplements. Ensures educators access professional development and professional responsibilities that enhance student learning and continuously improve the quality of teaching and educational leadership in Delaware schools.

- Professional Standards Board regulations – Find the rules and regulations the Professional Standards Board has adopted to carry out its requirements outlined in the Delaware Code.
- Proposed PSB regulations – Find PSB regulations currently out for comment as well as those that have been recently finalized in the Delaware Register of Regulations. All Delaware regulations must be posted in the Register of Regulations before being added to the Delaware Administrative Code.
- Step 1: Input from Department of Education and External Stakeholders
- Step 2: Subcommittee votes to recommend. (Licensure & Certification Criteria Committee or Professional Development and Associated Compensation Committee)
- Step 3: Professional Standards Board approves for publication in the Register of Regulations*
- Step 4: Publication in the Register of Regulations for at least 30 days/ Discussion Item for State Board of Education
- Step 5: Professional Standards Board Approval to forward to the State Board of Education for final approval
- Step 6: State Board of Education approval of final order.
- Step 7: Regulation is effective 10 Days after the final order is published in the Register of Regulations*
*The Register of Regulations is published on the first day of each month. The deadline to submit for publication is the 15th of the prior month.
