The Delaware Department of Education (DDOE) approves Certificate of Necessity (CN) applications, which is the legal document that allows a districts to go to referendum for major capital projects. Completed CN applications are due to the Delaware Department of Education (DDOE) by August 31st of each year for inclusion in the next capital budget request.
