The Academic Common Market (ACM) is a tuition-savings agreement between 15 states that are members of the Southern Regional Education Board. If your degree program is not offered by a public college in Delaware, you may be eligible for in-state tuition at one of the participating public colleges. Delaware students can submit ACM applications year-round to the Delaware Higher Education Office (DHEO). Students are responsible for reviewing their college’s ACM application deadline and submitting it to DHEO at least four weeks before their college’s deadline.

- As of Spring 2025, the University of Tennessee, Knoxville campus will no longer participate in the Academic Common Market at the undergraduate level. The institution will continue to participate in graduate-level programs.
