Children Services Cost Recovery Project (CSCRP)

The Children’s Services Cost Recovery Project (CSCRP) reimburses the State of Delaware, districts, and charter schools for federal costs related to school-based healthcare services provided to Medicaid-eligible students under age 21. CSCRP supports children with specific medical needs and financially benefits state education. Participation in CSCRP is mandatory for districts and charters under the Delaware Operating Budget Act. To facilitate the CSCRP process, each participating district and charter school is assigned a cost recovery specialist who helps ensure all provided healthcare services comply with Medicaid requirements, handles the necessary paperwork, and processes claims on behalf of districts and charters.

Random Moment Time Study (RMTS)

Medicaid requires DDOE to use the Random Moment Time Study (RMTS) methodology to determine reimbursement amounts for all Medicaid-covered services delivered by Delaware public schools. RMTS samples and analyzes the work effort of entire groups to measure the time needed for individuals to perform Medicaid-reimbursable activities. RMTS randomly polls employees over set periods to determine RMTS.
