Strengthening Career and Technical Education for the 21st Century (known as Perkins V)
The federal Strengthening Career and Technical Education for the 21st Century Act (known as Perkins) focuses on helping states, local education agencies, and postsecondary institutions enhance career and technical education (CTE) programs as well as strengthen opportunities for youth and adult learners. Perkins authorizes the Delaware State Board of Education to supervise CTE programs throughout the state (Title 14, Chapter 33. § 3310).
Under Perkins, the Delaware Department of Education (DDOE) supports continuous improvement in CTE programs of study. DDOE conducts CTE site visits in districts and charter schools on a five-year rotation schedule. Each visit looks at progress made from the previous visit around the academic achievement of CTE students, connections between high school and post-high school education, and local and state accountability.
Delaware’s final State Transition Plan for CTE was approved by the State Board of Education and signed by Governor Carney in April 2019. The statewide plan is part of Delaware’s Combined State Plan under the Delaware Workforce Innovation and Opportunity Act. In school year 2019-20, Delaware will develop the full four-year state plan under the Act. Additional information about CTE programs in Delaware is available here.
