Special programs offering in-state tuition to Delaware residents at Out of State institutions
Delaware Institute for Dental Education and Research (DIDER)
Created in 1981 DIDER is focused on expanding opportunities for Delawareeans to obtain post graduate dental training and meet the overall dental needs of Delaware communities, particularly for those who do not have access to dental care.
- DIDER provides Delaware residents with an opportunity to receive quality education and training at Temple University Kornberg School of Dentistry. Each year five (5) admission slots are reserved for applicants from Delaware which has increased the odds of acceptance for students from the First State. The partnership with Temple University also promotes opportunities for participating dental students to complete externship and residency training programs at facilities in Delaware.
Each year twenty (20) admission slots at Sidney Kimmel Medical College and ten (10) admission slots at PCOM are reserved for first year applicants from Delaware, which has increased the odds of acceptance for students from the First State.

Delaware Institute of Medical Education and Research (DIMER)
Created in 1969 as an alternative to a state-supported medical school, DIMER provides an opportunity for Delaware residents to obtain a high-quality medical education.
- Through DIMER , Delaware has a relationship with Sidney Kimmel Medical College of Thomas Jefferson University of Philadelphia, PA, and Philadelphia College of Osteopathic Medicine (PCOM) resulting in Sidney Kimmel Medical College and PCOM functioning as Delaware’s medical schools.
- Eligible applicants must be legal residents of the State of Delaware and meet the premedical academic requirements of the preferred medical college; Sidney Kimmel Medical College or PCOM. Bachelor’s degrees from any accredited college or university in the United States are accepted.

Veterinary Medicine Contract Program
Creates opportunities for Delaware residents to obtain veterinary training while strengthening of the factors favoring the decision of qualified veterinary personnel to practice in Delaware.
University of Georgia
- Legal resident of Delaware
- U.S. citizen or eligible noncitizen
- Admission to University of Georgia College of Veterinary Medicine
- Must meet and exceed applications of qualified in-state students to be considered for the program.
- State participation in the SREB Veterinary Medicine Contract Program is dependent on funding each year from the Delaware Legislature, funding for the 2023-2024 academic year will be determined after July 1, 2023. Completion of an application for the Veterinary Medicine Contract Program, and or acceptance into the University of Georgia College of Veterinary Medicine does not guarantee a place in the SREB Veterinary Medicine Contract Program.

- Applications for the DVM program are available from the Association of American Veterinary Medical Colleges and are due by October 1 of the year preceding planned enrollment.
- Delaware residents must complete a Delaware Residency Certification Form LINK FORM along with all requested supporting documentation to be considered for the contract program.

- Admission to Oklahoma State University College of Veterinary Medicine
- Must meet and exceed applications of qualified in-state students to be considered for the program.
