The Comprehensive Induction Program (CIP) structure has been deliberately designed to ensure both local and state-level support for Delaware’s newest educators. State-level and local program roles and responsibilities are as follows:

  • Develop, support, and sustain an effective statewide induction program that is inclusive of strong induction practices and retention efforts.
  • Lead induction coordinators throughout the state in navigating CIP requirements through consistent communication, required meetings and other supports to ensure Regulation 1503 is met.
  • Monitor the delivery of CIP for teachers and specialists.
  • Monitor and support local-level CIP implementation and evaluation.
  • Provide resources for ongoing training for induction coaches and coordinators.
  • Collaborate across DDOE to enhance the state’s educator retention strategy and strengthen the educator pipeline.
  • Develop and deliver strategies that align policies, implementation efforts and resources toward ensuring new teachers, specialists, and educators who are new to Delaware complete mentoring requirements to be eligible for a continuing license.
  • Work closely with districts and charter schools, creating stronger state support systems and seeding programmatic innovation at the state and local level.
  • Engage in continuous CIP refinement and retention strategies for Delaware teachers and specialists.
  • Track and monitor professional learning for teachers and specialists as part of CIP to drive the effectiveness of educator retention, promote mentoring and induction activities statewide to ensure all educators receive the necessary support as they develop the essential knowledge, skills and experience that result in a high-quality education for all Delaware students.
  • Engage and support districts and charters in the process of successful local level mentoring programs that are effective and meet state guidelines.
  • Oversee, monitor, evaluate and refine the state CIP to meet needs.
  • Commit to the vision, mission and goals of the induction program and clearly communicate it to all involved in CIP success.
  • Support effective CIP implementation.
  • Provide support, feedback, and guidance to new teachers, helping them to become effective educators.
  • Establish a welcoming and supportive environment for growth and development.
  • Actively participate in selection and evaluation criteria of coaches.
  • Ensure that resources and support are provided for success.
  • Provide conditions that support the time for coaches and new educators to work collaboratively.
  • Engage and actively participate in the building induction team to collaborate and ensure the needs of new educators are being met and aligns with the school and district/charter goals.
  • Work closely with the Induction coaches to coordinate effective support and guidance.
  • Contribute to the success of the induction program by identifying and responding to areas that need refinement, improvement, or removal.
  • Apply for and obtain an active license in DEEDS.
  • Ensure your email address in DEEDS is up-to-date with your current employment email.
  • Complete the DDOE-approved ethics course CIP Year 1.
  • Complete all requirements of each assigned year of CIP.
  • Participate in professional learning experiences designed to provide new teachers with the knowledge of and support necessary to become familiar with the Delaware Teacher Growth and Support System (DTGSS) or alternative DDOE-approved evaluation system.
  • Attend monthly meetings scheduled by the employing district/charter and engage in teaching and coaching cycles with the assigned induction coach to include planning and preparation, teaching and assessing, and analyzing and reflecting.
  • Complete all action steps assigned by the induction coach.
  • Preview and discuss areas of need with the assigned Induction coach using the DDOE self-analysis to begin identifying 1 to 2 areas of growth that will guide the focus for Year 3 and Year 4 of the induction program.
  • Identify 1 to 2 areas of growth for the professional learning year to support strengthening teacher learning and teaching practices.
  • Participate in, track, document, and reflect upon – as required by DDOE – no less than 15 hours of professional learning experiences throughout the school year that will enhance a teacher’s understanding and abilities, leading to more effective instruction.
  • Align professional learning to one or more of the following: Delaware Teaching StandardsLearning Forward Professional Learning Standards , and Delaware Teacher Growth and  Support System (DTGSS)
  • Upload documentation of the completed ethics course to the educator dashboard in DEEDS.
  • Upload documentation of completed professional learning in year 3 and year 4 to the educator dashboard in DEEDS.
  • Monitor the educator dashboard in DEEDS.
  • Review and respond to any communication received from licensure and certification.
  • Provides the local coordination and monitoring of implementation of the program.
  • Ensures the local level and DDOE program requirements are met.
  • Updates educator files within the DEEDS Mentor Center.
  • Addresses local challenges which arise in relation to CIP.
  • Serves as the liaison between district/charter school and the Delaware Department of Education.
  • Leads the LEA Induction Team (schedule and agenda, minutes).
  • Coordinates the completion and submission of the district/charter induction template yearly.
  • Continuous review of the mentoring program (improvements and successes).
  • Assists with guiding professional learning needs of mentors and mentees.
  • Maintains educator progress, coach pairing and mentor stipend submission in the mentoring center.
  • Communication within the site, with lead coaches, induction coaches and mentees.
  • Enrolls year 1 educators and monitors the required approved ethics course completion.
  • Attends all required meetings and trainings required by DDOE.
  • Provides support and coordination of the school-level implementation of the program.
  • Attends any applicable required training as determined by DDOE.
  • Serves as a resource to Induction coaches, providing guidance and assistance related to best practices for supporting new educators.
  • Organizes the Induction, building team meetings (schedule and agenda, minutes, attendance).
  • Plans monthly meetings for teacher induction coaches aligned to one or more of the followingDelaware Teaching StandardsLearning Forward Professional Learning Standards Delaware Teacher Growth and  Support System (DTGSS), and any other areas of focus as determined by the local level.
  • Assists with monitoring completion of the approved required ethics course.
  • Attends all required meetings and trainings required by DDOE.
  • Monitors completion of professional learning hours for those in year 3 and year 4 of CIP.
  • Provides support for new educators in Years 1 and Year 2 of the Comprehensive Induction Program.
  • Assists new educator(s) in looking at their current level of practice, planning and preparation, and instruction.
  • Conducts non-evaluative observations as needed and to provide additional support to new educators with actionable feedback based on the evidence observed.
  • Provides coaching for new teachers or new school specialists in small PLC format at minimum monthly, up to 4 educators through coaching cycles.
  • Guides teacher practices to align with the Delaware Teaching Standards and DTGSS Performance Areas and indicators or specialist practices to align with the certification area of the specialists through the National Standards.
  • Prepares focused agendas, sign in sheets and minutes for each session as evidence of their work.
  • Attends all required meetings and trainings as scheduled by the Lead Induction coach or required by DDOE.
  • Assists mentees with guidance for areas of improvement and professional learning.
