LEAs may submit proposed assessments for use as alternate Measure B assessments for the Student Improvement Component of DTGSS. These pre/post assessments may be internally developed by the district/charter, or they may be developed by the district/charter in collaboration with a third party. Submissions of assessments directly from third parties will not be accepted.

To begin the process, a LEA submits an Intent to Apply by September 30 of each school year, then registers the assessment development team for each Technical Assistance Session (listed below). By submitting this application, the LEA agrees to work collaboratively with DDOE on all related documents until a final decision is made by the Department on acceptance or rejection of the proposed measures. Upon final approval of the assessment, the LEA will be issued an approval letter by the Department and may then begin to administer the assessments.

Submission Steps

  1. Email the DOE contact below stating the LEA Intent to Apply below by September 30 of each school year . Include administrator responsible for completion of the assessment(s), assessment content area(s) and grade level(s).
  2. Register the Development Team for Technical Assistance Sessions. The DOE contact will provide suggested dates and work collaboratively with the LEA team in scheduling.
  3. After attending Technical Assistance Sessions and completing test development, submit all secure testing documents by June 15 to the DOE contact.

External Measure B Submissions

LEAs may submit proposed assessments for use as external Measure B assessments for the Student Improvement Component of DPAS-II. External B assessments are those created by outside agencies (not developed specifically for use by a given LEA), but used by the LEA to assess student growth. If approved, the External B assessments would be approved for use statewide, though their use is not mandated or funded by the Department.

To begin the process, email the DOE contact below stating the LEA Intent to Apply below by September 30 of each school year. Include administrator responsible for completion of the submission(s), assessment content area(s) and grade level(s). DOE uses the External Measure B Evaluation Rubric to conduct the review.

By submitting this Intent to Apply, the LEA agrees to work collaboratively with DOE on all related documents until a final decision is made by the Department on acceptance or rejection of the proposed measures. The Department may fund the review and/or development process but reserves the right to request a cost-sharing agreement with the LEA in some situations. Upon final approval of the assessment, the LEA will be issued an approval letter by the Department and may then begin to administer the assessments.
