The annual student count includes any student who was enrolled and in attendance in a public school for the last ten school days of September and is often referred to as unit count. The student unit count is the main base of funding for schools in Delaware, based on Title 14 of the Delaware Code, and includes various levels of funding based on educational needs.

For fiscal year 2021, Unit Count was moved from September 30th to November 13th.
