Multilingual learners are those whose native language is a language other than English, or those who live in a family or community where the dominant language is a language other than English.

Delaware offers both adult English-as-a-second-language (ES) programs and Integrated English literacy and civics education (IELCE) to support multilingual learners.

IELCE Programs

Integrated English literacy and civics education (IELCE) programs focus on

  • English language skills
  • Work-readiness skills
  • Civics and citizenship skills
  • Specific skills within a particular occupation or career cluster

The goal of IELCE is to increase employment- and career-building opportunities in occupations that provide a living wage. Participants must meet certain eligibility requirements to enroll.
