The Open date is the day the regulation will be added to the comment submission form. The regulation is available at the start of that day.
The Close date is the day the regulation is removed from the comment submission form. Existing comments are still visible, but no new comments can be added. Note that comments will close at 4:30 PM on the selected date.
The Expires date is the day that comments are no longer visible on the site. They are still being stored, and need to be archived to be removed from the database.
