Pursuant to 14 Del.C. §§1203 and 1205(b), the Professional Standards Board, acting in consultation and cooperation with the Delaware Department of Education, developed amendments to 14 Del. Admin. Code §1581 School Reading Specialist. The regulation concerns the requirements for a School Reading Specialist Standard Certificate in accordance with 14 Del.C. §1220. The proposed amendments include:

  • adding defined terms
  • clarifying the requirements for issuing the certificate
  • specifying the education, knowledge, and skill requirements for obtaining the certificate
  • adding reciprocity and application requirements; and
  • adding sections on the certificate’s validity, disciplinary actions, requests for the Secretary of Education to review applications, and recognizing past certificates.

The Board will hold a public hearing on the proposed amendments to 14 Del. Admin. Code §1581 during its virtual meeting on February 4, 2021 at 5:00 p.m. The public hearing will not be held at a physical location. Members of the public may attend the meeting virtually through GoToMeeting:
