Catapult Learning, LLC

Catapult Learning is a national leader in research-based professional development and student intervention services. With nearly 50 years of experience and 12,000 staff nationwide, we deliver high-impact professional learning solutions, comprehensive PD solutions in the Science of Reading, and high-dosage tutoring. What sets us apart is our evidence-based approach, building sustainable educator capacity across diverse educational settings, our commitment to improving conditions for all learners, and prioritizing measurable academic and non-academic gains.

About Our Team

Catapult Learning maintains a network of more than 300 facilitators/coaches nationally. We intentionally recruit and retain talent reflective of the communities we serve and provide ongoing professional growth opportunities in cultural competence to ensure our facilitators/coaches can play a role in fostering equitable and inclusive learning environments in urban, suburban, and rural settings. While exact demographics vary by region, more than 50% of our facilitators/coaches identify as coming from diverse backgrounds or underserved populations.

Service Overview

Catapult Learning is approved by the Delaware Department of Education to provide professional learning in the Science of Reading and high-dosage tutoring in literacy and math for K-12 students. The professional learning services include workshops and webinars, job-embedded coaching, leadership and organizational development. High-dosage tutoring in literacy and math for k-12 students incorporates data-informed instructional support aligned with Delaware content standards and HQIM. While our prior experience in Delaware includes professional development with Brandywine School District, the services under this contract expand our support to meet the evolving needs of educators and learners across the state.

Building District Capacity

Catapult Learning builds capacity across stakeholder groups through differentiated, job-embedded support. District and school leaders engage in leadership and instructional coaching, leadership workshops, data-informed decision-making, and implementation planning. Teachers receive targeted coaching and PD designed to strengthen the delivery of HQIM while incorporating evidence-based instructional practices in structured literacy. Common frameworks like our Literacy Implementation Continuum and instructional model foster sustainability, while tools like those in our proprietary OWL Coaching platform promote the development of goals, reflection, fidelity, and growth. Professional learning communities and collaborative inquiry ensure coherence across roles, enabling all stakeholders to drive and sustain instructional improvement system-wide.

Addressing Equity

Equity is foundational to Catapult Learning’s professional learning and educational services. We prioritize inclusive, culturally and linguistically sustaining practices in all PD offerings and emphasize access to evidence-based instruction for all students, particularly those from historically underserved communities. Our programs support differentiated instruction, Universal Design for Learning, and the integration of equity drivers like implicit bias reflection and culturally responsive pedagogy. We intentionally recruit diverse staff and provide ongoing cultural competency training to ensure all learners – regardless of background, language, or ability – are engaged, supported, and empowered to succeed.
