Founded by Susan L. Hall, Ed.D., our mission is to improve reading practices nationwide by empowering educators. We stand out by aligning with structured literacy and providing comprehensive support to help educators bridge the gap from theory to practice, ensuring effective implementation and literacy success for all students.

95 Percent Group is dedicated to supporting diverse and underserved populations through its professional learning services, fostering belonging among students, teachers, families, education professionals, and employees. Our Top 10 Tools helps educators value and incorporate students’ cultural and linguistic backgrounds. We have 55 active professional learning consultants; twelve represent diverse backgrounds.

Service Overview

Top 10 Tools by 95 Percent Group is a holistic, immersive learning experience that helps educators build their understanding of the science of reading and prepare to deliver evidence-based reading and language arts instruction. Asynchronous lessons allow educators to delve into coursework anytime, anywhere, and at their own pace. The course presents content in 10 modules: Knowledge, Oral Language, Phonemes, Phonics & Spelling, Vocabulary, Comprehension, Fluency, Writing, Read Alouds, and Collaboration.

Building District Capacity

District capacity is built by understanding multi-tiered systems of support (MTSS) and Professional Learning Communities (PLCs). The program emphasizes collaboration within PLCs which enhances teaching and student outcomes. Participants learn to evaluate and reflect on PLC effectiveness, becoming reflective practitioners focused on continuous growth. The module outlines steps for instructional changes to improve learning outcomes, fostering a culture of improvement and shared responsibility. School leadership planning to implement or strengthen MTSS will benefit from topics like defining educational culture and the walk-to-intervention model, which are crucial for effective school structures and high-quality literacy instruction.

Addressing Equity

95 Percent Group addresses equity by providing targeted, evidence-based literacy programs designed to meet the needs of all students, including those with disabilities and from marginalized groups. Our approach includes data-driven instruction, tiered support, culturally responsive content, and professional development for educators. These strategies ensure instruction meets each student’s unique needs, fostering an inclusive environment. Additionally, early intervention and adaptable resources support diverse learning styles and abilities, promoting equitable learning opportunities for all students.

Throughout Top 10 Tools, educators are prompted to identify, value, and incorporate students’ cultural and linguistic assets to support instructional needs.

Science of Reading: Competency Based Learning

Assessments are embedded throughout the course, including:

  • 20-question untimed Knowledge Inventory (pre-assessment) following the course overview but preceding Tool 1 content
  • 5-question untimed tests following Part 1 of each tool’s content (10 total)
  • 10-question untimed tests following Part 2 of each tool’s content (10 total)
  • 20-question untimed Knowledge Inventory (post-assessment) following completion of all course content.
  • Participants must score at least 80 percent on each assessment to unlock content for the next Part or Tool in the course.

Science of Reading: Learning During School Day

As an asynchronous course, participants can access Top 10 Tools whenever and wherever is convenient, including during the contractual school day.
