Program regarding schedules, composition of the portfolios, and areas in which nominees will be judged. We are glad that we can go beyond the national guidelines by including classroom observations as part of the process and by having persons from outside the department make the final recommendation.

In the first phase five staff members from the department and five former State Teachers of the Year review the nominees’ applications and rate each based on the national program’s rubric. Those 10 scores are averaged to determine the nominee’s application score.

In the second phase, five staff members from the department are paired with former State Teachers of the Year. The teams are assigned to observe each nominee at work in the classroom as well as interview the building leadership and other teachers. The observers determine a numeric score based on a provided rubric and submit a narrative report.

The application and observation reports are combined with a 60 percent weight applied the application score. The three nominees with the highest scores become the finalists. The applications and reports of the three nominees are submitted to a panel of judges for their review and recommendation. The judges also watch a 3-minute video of each teacher speaking about a platform issue.

The department invites as judges: the current State Teacher of the Year; the president of the Delaware State PTA; the president of Educators Rising; a member of the State Board of Education; representative of the business community; the president of the Delaware State Education Association; and the chair of the Professional Standards Board or if necessary, their designees. After reviewing the materials, one nominee will be recommended as the State Teacher of the Year.
